2-way paging with no indication on phone

Hello,

The boss of one of our customers wants to listen to the rooms without notifying the users. (Yes, this is unethical)
By doing 2-way paging, you can listen to the room over the phone, but when the phone screen switches to paging status, users might notice.
Is there a way to make paging while the screen is still idle mode?
