REmote Phonebook configuration

I am trying to push a remotePB to some phones, I have the XML file in place, and if I set it up manually it works fine, but I have over 130 phones to provision this to.

I get the following errors in the logs:

This is the entry in the configs:

I am unsure why this is failing.
