Encrypted Configuration and WebItemsLevel.cfg

When we try to auto provision using an encrypted WebItemsLevel.cfg, it's being read successfully by the phones but the phones ignore the contents of the file. Even if the model and mac files have encrypted configuration, WebItemsLevel.cfg will only work when it is not encrypted.

We've only had occasion to try and notice this behavior on T54W, T48S, and T29G sets. We've therefore never seen it work when it's encrypted.

We'd prefer to encrypt the file if possible.
