That's helpful. Do you know of specific 3.5 mm adapters and headsets that are compatible?

I ordered these RJ9 3.5 mm adapters from Amazon. I'll let you know if they work.

I did a search for Plantronics HW251N and HW261N on the Panasonics site, but couldn’t find anything what kind of adapter type (3,5 mm/USB/etc.) the headsets use.
Maybe you can find something in the User Guide of your handsets?

The Plantronics QD 3.5mm adapter only has two black rings. That's why the headset microphone doesn't function. The three black ring adapter should work.

CTIA jack standard (FP2) does not work with iPhone/iPad/Apple certified headsets.
I do think the Amazon “Male 3.5mm adapter for iPhone” will not work for you.
Time will tell.

This second adapter may work with the QD-3.5mm adapter to complete the solution:
