DialingEmpty tag not working in softkey template in V84

I have a number of different types of phones in my lab:
T46G - V28.83.0.50
T46S & T41S - V66.84.0.15
T54W - 96.84.0.30

They are all allocated a dialing softkey template via:
custom_softkey_dialing.url =

This template has the following:

<Key Type="Line" />
<Key Type="DPickup" />
<Key Type="Retrieve" />
<Key Type="History" />
<Key Type="Empty" />
</Disable>
<Enable>
<Key Type="Directories" />
<Key Type="IME" />
<Key Type="GPickup" />
<Key Type="Cancel" />
</Enable>
<Default>
<Key Type="Directories" />
<Key Type="IME" />
<Key Type="Empty" />
<Key Type="Cancel" />
</Default>
</DialingEmpty>

It shows correctly on the T46G.
On the T54W it shows:
Directory|123|GPickup|Cancel|DPickup

On the T4xS phones it shows:
Directory|123|Cancel

All other states on these phones seem fine.

Is this a bug?

PS I have noticed that V84 includes softkey.xml which I asked a question about in a previous post. I still dont know what this file does but I am not using it. Is it required?
