T46S voicemail key not working (off hook)

hello all.

we have recently upgraded T46S's to 84.0.15 and we are unable to dial voicemail while the phone is off hook. pressing the Message key does nothing while the receiver is lifted. it works fine when the phone is on hook or not on speakerphone.

please advise.
