Well I found the issue, but I can not find out how to resolve. I tried to upload the same config and it did not work. It seems a few of the DSSKey (BLFs) are missing the linekey.xx.line =1. Example from the exported config:

linekey.17.value = 254

linekey.18.value = 225
linekey.18.xml_phonebook = 0
linekey.19.label = Kim
linekey.19.type = 16
linekey.19.value = 230
linekey.19.xml_phonebook = 0
linekey.2.label = Beth
linekey.2.line = 1
linekey.2.type = 16
linekey.2.value = 457
linekey.2.xml_phonebook = 0
As you can see Scott, Katie, and Kim are all missing the linekey.(dsskeynumber)line =1.

I do not really have any way to recreate the issue, you should be able to see this from the config file. I also attached the cfg file as well that we are using and it shows all of the linekeys added appropriately.
