Row 1 I'm not sure, but row 2 should work.
If you press 1234567, the dial rule prepends 352 and the phone dials 3521234567.
If you enter the number directly, including the area code, can the number be reached?

YES, if I dial the number with the area code, it works. But if I dial the number without the area code, it doesn't enter the area code (and in RingCentral, that means the call does not go through).

You are calling the number via account 1 and not accidentally via another account?
(Account 1 is registered with RingCentral?)

Yes, I was using the correct Account. HOWEVER, I found a fix. I deleted all my Dial Now Rules (Replace, Dial Now, etc) and am just using the Area Code Dial Now rule. See attached. It now works!
