Yep same here although I'm using a Yealink T46G! Yealink clearly have no intention of reverting this "feature" back to how it was originally.

This should be the newest "special firmware", as I remember.
I am using 28.82.0.20 that I found on the yealink T46G website. I still have the blinking LED.

13. Optimized the feature of Power Saving.
Description: For SIP-T54S/T52S/T48S/T48G/T46S/T46G/T29G IP phones, you can
also configure the flashing period for the power indicator LED when the IP phone
enters power-saving mode.
The parameters in the auto provision template are described as follows:
features.power_saving.power_led_flash.on_time =
features.power_saving.power_led_flash.off_time =

Now I understand, why it worked on my device at once after the update to V82:
These two parameters
features.power_saving.power_led_flash.on_time = 0
features.power_saving.power_led_flash.off_time = 100
were part of the special firmware 81.*.91. Therefore these two values also automatically were part of my saved configuration. After the update with V82 and after reloading the saved configuration into the device these two parameters were back in the device again, although they are - different to special firmware 81.*.91 - not editable on web interface in V82.
These two parameters
