Allow redefinition of Hold button when in TALK mode

Allow the Hold button on the T4XG to be redefined in TALK mode. It currently can be redefined when idle.

In certain installations its better to eliminate the Hold vs. Park issue completely and have the actual Hold button function as a Park key. There are other brands that do allow this type of redefinition.
