Tapi prg to have phone dial

I see that I can issue the url command
https://[IP of the phone]/servlet?key=number=[Number to dial]
and the phone will pick up and dial. I love that. I could use a TAPI driver that I can load on the Windows 10/11 so that it could respond to CALLTO: and TEL: from any program or CRM a user may use that supports those protocols.

I see SIPTAPI out there but it wants to register to the SiP account and no just issue the URL call
