I don't know if this will work, but add the below parameters to your provisioning file and try...

remote_phonebook.data.1.url = <IP-Address FreePBX>/yealink_phonebook.xml

remote_phonebook.data.1.name = Phonebook

features.remote_phonebook.enable = 1
