T46s Date/Time not Allowing Edits or correctly handling DST

Hello!

I have ~ 10 T46s Phones that did not update to DST. Attempting to make any edits on the date/time screen fails to save. If I make the edit, it will appear to save, but upon page reload nothing has changed.

The phones are all manually provisioned and running 66.86.0.15 firmware.

Curious on what might cause this and how I can get the correct time on the phone?
