T46U Not Contacting Provisioning Server

Hi All,
I purchased a second-hand T46U and have factory reset it multiple times. It is not contacting my Asterisk server to go through the provisioning process. Conversely, I have several W60B's that work just fine.

Is there something I'm missing with this?
