T46S will not upgrade

We have 1 T46S that will not upgrade. The firmware is currently on 66.83.0.55. I have factory reset the device 3 or 4 times and it still won't upgrade. What am I doing wrong?

I was going to open a ticket with Yealink, but every time I try, it goes to 'Report Bug' and then it wants a diagnostic file, but I can't even login to the web interface of the device.
