T54w stuck on welcome after power fail

I have 12 T54w phones at a customer and had a power failure long enough the battery back up times out. 11 of the 12 came up without issue but 1 is stuck at the Welcome screen. I have tried to factory reset but doesn't solve the problem. Any suggestions? Is there documentation somewhere to resolve this?
