T58A Bluetooth Not Connecting to Anything

We're testing out T58A phones and cannot figure out how to make them connect to anything over Bluetooth. The phone's Bluetooth settings show only a TV as a connection, not the laptops or iPhones nearby. If we try to pair it from either the laptop or phone, it will show the phone but the PIN is never accepted, and does not show up on the phone anywhere as far as I can tell.

We also see nothing if we go into the menu > Connect a device. Nothing comes up when you click it, and nothing happens if you click "Find a device."

Is there any undocumented trick to getting this connection made?
