If the screen changes to look like it's on a call, try running a Wireshark trace or some other kind of packet capture on the network and see if there are any multicast packets streaming over the network (ones with the address that you specified as the destination). That will at least tell you if the sending side is working.

Once you know if that is working or not you can then focus on the receiving phones and further troubleshoot from there...

It does initiate the phone you are paging from, but the receiving phone never indicates that any page is received.

I've already ran a trace / packet capture with Cisco Meraki on our network and they confirmed that the data was being sent and the data was reaching the port of the receiving phone. I can look for the email with the data / screenshot from Meraki but that was a month or so back so I will have to look for it.

What do you suggest?
