Thank you for your reply\post Lucia. along with your comments in the above and reply from both Yealink Support as well as other resources, it appears to be a limitation of the actual handset itself (W56H).

Hi James,
The Base station support up to 4 simultaneously calls and the headset support up to 2 simultaneously calls.
You can register 2 headset to the Base station, then the base station can support 4 simultaneously calls.
