All Handsets to ring on incoming

I have provisioned in some locations 2 or more handsets all with the same E164 number. These are then registrered to a base as handset 1 handset 2 etc

I wish all handsets to ring when some one rings the telephone number and then on the handsets that havent been answered busy tone to be given back if another call comes in on the number. Is this possible ?
