Hi Rob,
For the transfer issue, do you mean the scenario is like below,
T27 are in the call with another party B
T27 press transfer button, dial B's number and press OK button , when B answer the call , T27 press transfer button again ,right ?
in this case, T27 first should send Invite message to hold B and then send the Refer message and when inbound call, the phone send the invite message normally but the server response with 481 . is there any brand phone that can work well？

If yes, would you please share us the pcap trace for the working brand phone?
and also ,please provide us config.bin file , pcap trace and level 6 syslog for these two scenarios that we can ask the engineer to check .
