Ok, so I may have just solved this problem by chance.

I needed to join a conference call from my office at 5:30 PM tonight local time, so I disconnected my boot looping phone and swapped it out with the one that works fine.

When I finished the call, I went to swap them back and found my phone booted up, and with an up time of like 25 minutes.

I swap them back. It starts boot looping again.

I scratch my head, wondering what the difference is between locations... and the answer is, a printer. There's a printer plugged into the PC port on the phone in my office. There is no printer in the other room.

I unplugged the network cable for the printer from the back of the printer. My phone booted up in a minute or less time.

So, I have no idea why this is an issue, but it is. If you run into this problem, unplug whatever is plugged into the PC port on the phone!

But I would still like answers to my questions above...
