Function of Cisco 3650 Switch

Hello,
I'm looking to setup a network (see diagram) and was wondering if the Cisco 3560 with SMI would satisfy my need or would I need to get the EMI. I would like traffic destined for the internet to be routed to the gateway and traffic destined for VPN to be routed to the VPN device. Also, what is the difference between the Cisco 3650 and 3560 series switches?
