config value for address book and synctime

I like to do the following seting via config file

Search Source List In Dialing (enable it)
set a time like 12hr or once a day for the remote address book to be auto update.

Set the phone config file so it will auto check in with the server for config update every 24 hrs


Set time formart for 24 hrs via config file as well
