T46g directory search defaulting to hebrew characters

When we press directory, then search, the character set key is defaulting to "Hebrew". It can be toggled through 2aB, 123, abc, ABC and back to Hebrew.

How can I figure out why this is happening and/or fix it. I don't believe we are sending any language settings in our provisioning config that would cause this.

Try first to factory default the phone.
