I believe you misunderstood what the On and Off codes are supposed to do.

They are codes that will be sent to the SIP Server/System when the setting of Call Forwarding is Enabled (from the Menu). So let's say you have *72 as the On code, then when the user goes to the phone menu and enables call forwarding to 8001234567, the phone will send to the system a call to *728001234567 which the system will (obviously depending in the system setup) use to Turn On Call Forwarding.
