It does give you an Update Failed error message. How long into this does it give you this error?

Is the ROM file renamed to CP960.rom, or it was left with the original file name?

I'd try with an older rom instead of a more recent one. Take version 73.80.0.25 from here, export the ROM file from the ZIP and rename the file to CP960.rom.
