T46g Recovery Mode Only Receives 2 files

I am trying to recover a T46g phone after a failed firmware upgrade via 3cx. i have downloaded the recovery .rar file and setup my TFTP server etc. When i put the phone into recovery mode and point it to the TFTP server it only receives the .rfs and .bin file but not the .rom . After reviewing the TFTP logs i see nothing in them that tells me why the .rom file was skipped. The display on the phone continues to read "START UPDATING". Can someone please tell me how to fix this.
