T22P Prevent DND & CFWD

I've got some unscrupulous users who are abusing the DND and CFWD function.

How do I completely disable this functionality? We're using SIP-T22P handsets.

Bonus points if someone can tell me how to do it from the provisioning file.

You don't want customer find this feature on the phone, right?
