Difference between .bin and .cfg

Difference between .bin and .cfg
I have T42S handsets on the Settings / Configuration tab there are two sections CFG Configuration and BIN Configuration apart from file format is there any difference?

So the bin file is just an encrypted binary file with all the same info as the cfg file
