and i tried hard reset by Long press "TRANS"key then press "#" key
and keep hear busy tone and led keep flash

Please tell me, what did you decide to open the phone... a flashing led?
When you lift the handset, you hear a busy tone... Is the phone registered and/or do you receive calls?

i decide to open the phone cuz its need cleaning from dust
when i lift the handset i hear a busy tone

Can you receive calls?
Do the phone ring on incoming calls?

phone not registered
cant receive calls so no ringing

Please use the credentials you got from your VoIP Provider or PBX and setup phone account[x] so the phone register successful.
The Power Led will stop flashing and you can make and receive calls.
