You can not set a minimum volume, that I am aware of.
A workaround is to set:
#!version:1.0.0.1
force.voice.ring_vol=5
Upload this to the phone, and the user can no longer adjust ring volume.

If you are not using a provisioning server, the easiest way is to download the local configuration, add the entry you want, and upload it again through the web interface. Instructions for doing that are in the User Guide but it's pretty straight forward.
