This problem seems to occur when there has been an loss of network connectivity.

The phone is connected, has its local ip address but does not respond until a manual reset or manual auto provision /factor reset takes place. The phone has gone to sleep.

It would help to understand the re-registration process in such circumstances.
The server expiry time and retry count are at default. 3600 and 3

I can see from the pcap trace that the phone has attempted to re-register 3 times, but what should happen after that if those 3 attempts don't succeed?

I have set the re-auto provison at 60 mins but that seems overkill.

static.auto_provision.repeat.enable = 1
static.auto_provision.repeat.minutes = 60
