I have a customer that wants the blf buttons to stay unlit by default, then light up, instead of default lit green, switch to red on blf.
any way to do that?

Hi Barry,
Go to Feature-> General Information, set the BLF LED mode to 1.

Yes, use this parameter:
features.blf_led_mode = 1
