I am hoping that feature becomes available in a future firmware myself, on a per hand-set basis. Some users do prefer the 24 hr format, others prefer the 12 hr format.

I'm sorry for the late update, our R&D have reproduced this issue and find the reason.
Please add below parameters in config.cfg and autoprovision it.
auto_provision.custom.protect = 1
