I am using freepbx. I am able to provision T48G phones no issues but the T22P will not provision. firmware is 7.72.0.76. I have tried tftp and http with no luck.

Have you setup logging on your TFTP or HTTP server to see if the phone is actually making a request? Do you have proper provision files setup for the T22? Have you checked the syslog on the T22 to see what it reports after booting up (set syslog to max level, reboot, and then look through the log for the AUTOP entries).
Most likely it's just something silly like your T22P config file has an error in it that is causing it to be ignored.

well why I can put in the provisioning server manually and it works fine?
