I have a phone Yealink T20P with Firmware 9.72.0.75. I can install one less than this (example: Firmware 9.70.0.140)?

Yes, ou can instanll an earlier firmware. But May I know why do you want to use old firmware?

I'm sorry for my English, I use translator to Google. For some reason, the firmware upgrade to version 9.72.0.80 does not show me the local phone directory...

How I can add the local directory?

It's a little strange that you can't find local direcotry in web interface.
Can you give a screenshot of the interface after upgrading?
