I realize the ring tone would not save in the config.bin. What seems to be happening is that restoring a config.bin to a T48 seems to break the ability to upload new ringtones. Possibly the restore is naming the upload folder on the phone incorrectly or just not creating the folder at all.
As a test, I added a ringtone to autop and the phone loaded it correctly. Once that happened, my ability to upload new ringtones via the phone's web portal was restored.
