we have a new T46g that i have setup with a DSSKey ext, when the users transfers a call (trans>DSSKey>trans) the call is transferred but it keeps the line busy and the user can not pick up incoming calls.
the DSSKeys are set up as BLF keys and the transfer mode vis DSSKey is set to Attended transfer
can anyone help with this please?

What is the IPBX in use here? Like for example, is it FreePBX, vanilla asterisk, etc?
Also, attended transfers are best done via setting the default transfer type to "Attended transfer" and when the operator wishes to transfer the call, they just hit the BLF key, they do not have to interact with the TRANS button at all.
