Our agents have Yealink SIP-T21P phones at fireware version 34.72.181.1 and hardware version 34.1.0.0.0.0.0.
The agents mic volume is much lower when they use their headset vs using the handset. Is there a way to make the volume of these the same? Or, how can I increase only the headset mic volume without affecting the handset volume?

for the volume ,do you mean the receive volume or the send volume
for receive volume , you can adjust it through the volume +- key on the keyboard , just make sure the phone mode is headset while you adjust it
for send volume , you can adjust it through auto provision :
voice.headset_send =
//Integer from -50 to 50, default value is 0 and It configures the sending volume of the headset.
Note: We recommend that you modify this parameter cautiously. An unreasonable value may render the voice quality bad.//
