Sorry for the delay too
At last I guess I found problem!
I set this settings:
network.port.max_rtpport = 31000
network.port.min_rtpport = 5000
seems this is a very big range for this phone.
After setting rtp settings by default, T46 began to work correctly.
BTW T22 and T28 works correctly.
