I have 3cx central and tested 3cxphone v12 with a Yealink T28 and when I try to do a call using CTI, the T28 asks to Allow Remote Control.
The T38 does not ask anything ?
Is it normal ? How can I allow it ?
Can I allow all the telephones at once ?

1. If you don't set anything in the "Trusted Action URI Server List", your T38 won't prompt a box of "Allow Remote Control", and your call can't be made successfully.
If you set the IP address in the "Trusted Action URI Server List", then when you click to dial in the CTI, T38 will prompt a box.

2. You can't allow all the phone at once. But you can allow your IP address in all of your phones this time and don't need to do this step next time.
Can the ip address be put in the provision file, then it would update all the phones at once (not immediately,but the next time your provision file updates the phone)
With me it is not empty, it says ANY ?
Does that not not mean any ip then ??

and the idea from jasit would interest me as well, so if anyone could tell me where to change what or add wat to the configuration/provisioning file , it would be very appreciated.

yes, any means that any IP can control your phone. But if your IP has be accept once by the phone, the second time it won't prompt a box again.

You can configure this IP in the configuration/provisioning file.
Try to add below syntax to your CFG files:
