I can provision phone and load up contacts with an XML file but cant perform the same with CSV. Do you support CSV files?

Yes, CSV format is supported.
You can see the CSV option when viewing Direcotry-> Local direcotry-> Import Direcotry file.

Yes but I am using the common file (provision method) to load the local directory to the phone.
IN the common file when we use
local_contact.data.url = http://webserver.com/contact.xml the phone will download the contacts but when you use
local_contact.data.url = http://webserver.com/contact.csv the phone cannot obtain the list. I have made sure that the list is indeed correct and accessible.
