Is it possible to encrypt the vpn xxx.tar file with the encryption tool?

I am assuming it isn't, but wanted to check.

If not is there any way to make that file accessible yet still secure so remote phones can grab for updates? Is the best answer either authenticated http or ftp with username/password? I am assuming the phones can handle that, but haven't researched it.

Sorry that we don't have an encryption tool to encrypt the .tar file. How about this way: upload .tar file by auto provision and encrypt the auto provision file. Then set to auto provision daily or weekly. Once there is update on the .tar file, you just need to upload the new .tar file to your provision server and change the parameter value in cfg file. Phone will auto provision in certain time and update the .tar file.
