I am trying to upgrade the firmware on my 46t phone from 28.71.193.8
to 28.73.193.45. It goes through the install and download, but the old firmware still shows up. these are new phones.

It is possible it upgrades and then downgrades... is it attached to any PBX yet?

that's what i thought, but i had not activated the phone with vonage. I was doing all of the firmware upgrades 1st.

Please disable PNP, DHCP and delete server URL under setting-> Autoprovision interface then check again
