I wonder the same as you. 6.73.0.16 was released yesterday and we don't even know the changes from 6.73.0.15

I used the local.cfg export and it provided interesting results, but incomplete, i had hoped for a complete .cfg file that could be REUPLOADED to another phone and create a perfect clone, the Acct name was %NULL% for acct #1 and MISSING for Acct#2 and #3

Hi telepathinc,
The MAC-local CFG file is a new feature on V73 version. If you want to export the full configurations then import another phone to realize clone, you need to export the Configuration file rather than CFG file. Access to web GUI->settings->configuration tab, click "export" button on the "Export or Import Configuration" option. Just like below screenshot.
For more information about the difference between these files, please refer to the admin guide.

Thank you Yealink_Wilson, I understand how to do the FULL configuration, in fact we did that for MONTHS before fully using the xxxx.cfg files, by programming one phone, download FULL config and uploading to multiple phones, then changing username and password to make each extension work.
What I would like to see in this feature, is a FULL mac.cfg download from the phones to compare to the mac.cfg file we upload to the phone via auto-provisioning.
User changed parameters could be seen there.
