Is there a way to tell the phone to prefix a call with a particular area code if the users dials a certain amount of digits?

Example: User dials 555-1212 from handset, but when the call goes out the phone will prep-end the call with 239-555-1212.

I have tried REPLACE RULE but that doesn't seem to work. We have a customer that has 20 sits all over the U.S. and only the main location can be set to 7-Digit dialing. Would be nice if the phone can do this.
