The firmware release notes say:
T42G: 29.73.0.60 upgrades to 29.80.0.70 and
T42G: 29.73.0.50 upgrades to 29.80.0.60.

Mine is on 29.80.0.60. Does that mean I can't upgrade to 29.80.0.70?

You can upgrade phone from 29.80.0.60 to 29.80.0.70. There is no limit.
